The Billion dollar question for the April Council meeting: why does the City’s $2.3B program to reduce sewage discharge into rivers by 2045 incorporate $1B in contingency costs, while another of the City's $1B program expiring in 2045, includes no contingency.
I would like to accelerate the clean up of sewers.
