Winnipeggers invited to provide feedback on draft lot-split guidelines: September 29, 2020


The City lot-splitting guidelines argue that mature communities should be subject to lot-splitting, because they have “convenient access to public transit”.  Wonderful theory! 

In the Glenwood area, residents at the east end of Pilgrim Avenue, host to a ton of lot splitting, are presently being denied Handi Transit services because they are considered too remote (more than 500m) from the nearest bus stop. The planners tell you that your block should have lot-splitting because transit is so close, and another City department denies you Transit because you are too remote from a bus stop.  This is the sort of “theory above reality” that has characterized the planning approach to Glenwood, and which planners now argue should be spread to other areas in St. Vital and Winnipeg.
